Relationship vertically and horizontally

When we ask God for something, would he always answer our prayers directly? Why, in most cases, God fulfills our needs using other people? Another question: if Christ is the Head of the Church, why he put the pastors, teachers, apostles, and so on there? In other words, why He directs His Church through people assigned by Him?
